Performance Max for Service Businesses: Layer It On, Don't Lead With It

We run PMax for movers, HVAC companies, turf installers, and landscapers. It works. But every account where it worked had the same thing going for it: a Search campaign already producing consistent, qualified leads. Every account where it torched budget had someone launch PMax cold because a Google rep promised it would find new customers.

The gate is 30 conversions in 30 days

Before you layer PMax on, your account needs 30 conversions in 30 days from clean conversion actions. Not 30 clicks. Not 30 landing page views. Thirty real leads you'd be happy to have your sales team call.

That number isn't arbitrary. PMax is a bidding system with very few manual levers, and it decides where your money goes based entirely on your conversion history. Give it eight conversions a month and it has nothing to learn from. It will spend fast, guess wide, and hand you tire kickers from three states away.

Under 30, keep the money in Search. Tighten your keywords, fix your tracking, get your cost per booked job somewhere sane. Then talk about layering.

PMax amplifies your conversion data, good or bad

This is the part most PMax posts skip past. The campaign type isn't the problem. The data you feed it is.

If you count every form fill and every nine second phone call as a conversion, PMax will go find you thousands more of exactly those. Faster than Search ever could, because it's buying across Search, Maps, YouTube, Display, Gmail, and Discover at the same time. That's the junk lead problem running at four times the speed.

So before you turn it on:

  • Pick one primary conversion action that represents a qualified lead, not a button click or a thank you page hit. If you're importing booked jobs back into Google Ads from your CRM, that's the signal PMax should be chasing.
  • Set a minimum call length on your call tracking so wrong numbers and hang ups don't get counted. We usually start at 60 seconds and adjust from there.
  • Clean up your secondary conversions. Anything marked primary is a target, and most accounts we audit have four or five things marked primary that shouldn't be.

Get this wrong and PMax will do its job perfectly while wrecking your pipeline. That's the tracking mistake we see most often.

The black box got less black

PMax used to be genuinely opaque. It isn't anymore, but you have to actually use the controls.

  • Campaign level negative keywords are live, and the cap went from 100 to 10,000 per campaign back in March 2025. Apply your standard negative keyword lists on day one, not after you've burned a month of budget.
  • Those negatives only apply to Search and Shopping inventory. They do nothing for YouTube, Display, Gmail, or Discover placements, which is where a lot of service business waste actually lives. Use account level placement exclusions for that.
  • Brand exclusions stop PMax from eating your own branded traffic, which otherwise makes the campaign look far better than it is. Exclude your own brand and your competitors' brands unless competitor bidding is a deliberate play.
  • Search terms insights and channel level reporting will show you where the money went. Check both weekly. PMax is not a set and forget campaign, it just pretends to be one.

Your LSAs are about to become PMax anyway

Google announced on July 20, 2026 that Local Services Ads are moving into the Google Ads platform as a specialized Performance Max campaign type with a pay per lead goal. Phase one starts in August 2026 for US home and storefront service businesses, which includes moving, HVAC, plumbing, electrical, roofing, house cleaning, lawn care, and pest control. Broader US groups follow later in 2026, and non US accounts in 2027.

What doesn't change: you still pay per lead, placements stay on Search and Maps only, and targeting stays keywordless.

What does change: management moves into the Google Ads interface, weekly budgets convert to daily averages, and your historical LSA performance reports do not carry over. Export everything before your migration date. Google says you'll get 14 days notice by email.

If you're running LSAs alongside Google Ads, this is worth an hour of your time this month. Not because the ads change, but because the reporting you've been building decisions on disappears.

How we split it

Search stays the majority of spend. For most of our service business accounts that's 70 to 80 percent of budget in Search, with PMax taking the remainder once it's earned a spot.

PMax gets its own budget line, its own negatives, and a hard rule that it never runs without a branded Search campaign underneath it. Then we watch cost per booked job, not cost per lead. Those two numbers diverge fast with PMax, and the second one will lie to you.

Should service businesses use Performance Max?

Yes, but as a second campaign, not a first one. PMax needs an existing base of clean conversion data to optimize against, so it belongs on accounts where Search is already generating consistent qualified leads.

How many conversions do you need before running Performance Max?

We use 30 conversions in 30 days as the minimum, from a conversion action that represents a real qualified lead. Below that, the algorithm doesn't have enough signal and will spend your budget guessing.

Can you add negative keywords to Performance Max?

Yes. Campaign level negative keywords are available with a limit of 10,000 per campaign, and account level negative lists apply too. They only affect Search and Shopping inventory, so use placement exclusions to control YouTube, Display, Gmail, and Discover.

Why does Performance Max generate junk leads?

Because it optimizes toward whatever you told it a conversion is. If unqualified form fills and short phone calls are counted as conversions, PMax will find more of them at scale. Fix the conversion definitions before blaming the campaign type.

What happens to Local Services Ads in the Performance Max migration?
